This bill amends the Texas Election Code to allow county commissioners courts or county executive committees of political parties to combine certain election precincts, even if the changes result in precincts with fewer than 500 registered voters. This is permitted in counties with a population of less than 1.2 million that do not participate in the countywide polling place program, or in counties with a population of at least 250,000 if the combined precincts have between 500 and 750 registered voters. The bill also sets limits on the maximum size of combined precincts and prohibits any changes that would dilute voting strength or discourage participation of groups covered by the federal Voting Rights Act.
