This bill, the Pedestrian Hazard, Awareness, and Safety Expansion Act of 2023 (PHASE Act of 2023), requires the Director of the National Institute of Standards and Technology (NIST) to provide the Secretary of Transportation with potential solutions using innovative technologies to improve and enhance traffic control devices, ensuring they do not overwhelm or distract vehicle operators, including bicyclists or pedestrians. The bill also directs the Secretary of Transportation to conduct a study on developing physical alternatives to better protect pedestrians and vulnerable road users from traffic incidents, analyze urban areas with increased pedestrian fatalities, examine physical alternatives to reduce vehicle crashes with vulnerable road users, and study the impact of intelligent speed assistance and blind spot detection safety systems. Additionally, the bill establishes a grant program for cities, Indian Tribes, and municipalities to implement infrastructure that improves pedestrian safety, such as innovative crosswalk technology, additional pedestrian facilities, expanded buffer zones, and upgraded traffic signals.
