This bill amends the election law to allow qualified persons who have never previously registered to vote in New York to apply for voter registration by appearing at their polling place on the day of a primary, general, or special election, or at an early voting polling place. The bill requires the board of elections to establish a procedure for these registrants to cast their votes at the appropriate polling place. The bill also allows for registration by affidavit ballot if the registrant is unable to provide valid proof of residence, with the affidavit ballot not being counted until the registrant's residence and eligibility are determined.
