This bill directs the Nuclear Regulatory Commission (NRC) to submit a report and conduct a rulemaking on facilitating efficient and timely environmental reviews of nuclear reactor applications. The report will describe the NRC's actions to implement amendments to the National Environmental Policy Act (NEPA) and consider various measures to streamline the environmental review process, such as using categorical exclusions, environmental assessments, and generic environmental impact statements prepared by other agencies, coordinating with other agencies to avoid duplicative reviews, and adopting digital technologies to improve communications. The NRC is required to promulgate a final rule within 2 years of submitting the report, implementing measures considered in the report to the maximum extent practicable to streamline the review of nuclear reactor applications.
