This bill: 1. Amends the Education Code to allow school districts and open-enrollment charter schools to designate classroom teachers as "master", "exemplary", "recognized", "acknowledged", or "nationally board certified" for a five-year period based on performance appraisals. The bill also requires the Texas Education Agency (TEA) to provide technical assistance to districts and schools in implementing these local optional teacher designation systems. 2. Establishes a grant program within TEA to provide money and technical assistance to expand implementation of local optional teacher designation systems, increase the number of teachers eligible for designations, and increase salaries for designated teachers. 3. Increases the basic allotment for public school funding, adjusts the guaranteed yield formula, and makes changes to various education allotments, including increasing allotments for designated teachers. 4. Creates a new Teacher Retention Allotment to provide additional funding to school districts to increase and maintain salary increases for classroom teachers. 5. Provides a one-time bonus payment for classroom teachers employed during the 2023-2024 school year. 6. Appropriates $1.196 billion from general revenue to implement the provisions of the bill, including funding for school safety and other public education purposes.
