This bill aims to strengthen the competitiveness of the United States' nuclear commerce. It requires the Secretary of Energy to develop a report assessing the legal, regulatory, and commercial practices affecting the U.S. nuclear industry, both domestically and internationally. The bill also directs the Secretary to review and update the process for determining which countries are authorized destinations for the export of certain nuclear technologies. Additionally, the bill allows the Nuclear Regulatory Commission to license domestic nuclear projects in which U.S. allies invest, provided certain conditions are met. The bill also addresses licensing considerations for the use of nuclear energy for non-electric applications and the use of advanced manufacturing and construction methods in nuclear energy projects. Furthermore, the bill extends the Price-Anderson Act, which provides liability coverage for nuclear accidents, until 2065 and increases the liability limits. Lastly, the bill requires the Comptroller General to review the Secretary of Energy's actions regarding a risk pooling program for advanced nuclear reactors.
