This bill, the "Our Money in China Transparency Act," requires the Director of the Office of Management and Budget and the heads of federal departments and agencies to include in their annual budget submissions to Congress a report detailing any federal funding made available in the previous fiscal year to Chinese persons or entities, any federal programs or activities conducted in partnership with Chinese entities, and any joint efforts between the United States and China. The bill defines "Chinese person or entity" to include the Chinese government, the Chinese Communist Party, certain educational institutions, Chinese citizens residing in China, and other entities organized under Chinese law. It also defines "United States entity" to include institutions of higher education and other entities organized under U.S. law.
