This bill amends the Social Services Law to expand eligibility for the Temporary Assistance to Needy Families (TANF) block grant program, safety net assistance, and medical assistance to certain noncitizens. Specifically, it adds a new category of eligible noncitizens - those who have entered the United States within the previous five years (for TANF and safety net assistance) or seven years (for medical assistance), and who have either been confirmed as victims of human trafficking or have provided a sworn statement and corroborating evidence that they are foreign-born victims of trafficking, domestic violence, or other serious crimes for which immigration relief is available. The bill also establishes time frames and procedures for the continuation of benefits while the noncitizen's immigration-related petition or application is pending.
