This bill, the Emergency Migration Response Act of 2023, aims to provide the Department of Homeland Security (DHS) with the authority to declare an "extraordinary migration event" and take appropriate actions in response. The President may declare such an event at the request of DHS or state/local governments, allowing for the appointment of a Federal Coordinating Officer to oversee the response. The bill establishes the Southwest Border Coordination Center within DHS to coordinate activities, and authorizes the creation of migration response teams and processing teams to address the humanitarian and administrative needs of arriving migrants. It also allows DHS to enter into arrangements with relief organizations and establishes an Emergency Migration Response Fund of up to $1.5 billion to cover costs related to the response.
