This bill aims to facilitate the efficient licensing and deployment of advanced civilian nuclear technologies. It does this by: 1) Amending the Nuclear Energy Innovation and Modernization Act to allow the Department of Energy to cover the costs of reviewing and approving early site permits for demonstrating advanced nuclear reactors on federal sites or critical national security infrastructure sites. 2) Directing the Nuclear Regulatory Commission to develop risk-informed and performance-based strategies for licensing and regulating micro-reactors within 18 months, and to implement those strategies within 3 years. 3) Establishing an expedited procedure for the Nuclear Regulatory Commission to issue combined licenses for new nuclear reactors based on previously licensed designs and located on or adjacent to existing nuclear reactor sites. 4) Creating a pilot program for the Department of Energy to enter into long-term (10-40 year) power purchase agreements for power generated by commercial nuclear reactors licensed after January 1, 2024, prioritizing agreements that provide reliable and resilient power to high-value national security assets or other national interest purposes.
