This bill amends Title 3 (Agriculture) of the Pennsylvania Consolidated Statutes to further provide for meter requirements when delivering light fuel oils to domestic consumers. The key provisions include: (1) requiring that vehicles delivering light fuel oils to domestic consumers be equipped with an approved meter that can provide a printed delivery ticket with a unique serial number; (2) allowing the domestic consumer to opt to receive the delivery ticket electronically instead of or in addition to a printed version; and (3) prohibiting sellers or deliverers from charging a separate fee for domestic consumers to receive the delivery ticket by any method, including electronically. The bill also specifies that an electronic delivery ticket may only be provided if agreed to by the domestic consumer and the necessary technology is available.
