This bill establishes an emergency insulin program within the Prescription Drug Purchasing Consortium in Washington state. The program will allow eligible individuals, who are not enrolled in medical assistance or prescription drug coverage that limits their out-of-pocket costs for insulin to $35 or less, to access a 30-day supply of insulin for a maximum of $10 out-of-pocket. The Health Care Authority will manage the program and set up a process for individuals to attest to their eligibility. Network pharmacies will dispense the insulin and be reimbursed by the Consortium, which will then invoice the insulin manufacturers for the cost. The Authority can fine manufacturers up to $10,000 for failing to remit payment within 30 days. The bill also requires the Authority to provide information on manufacturer patient assistance programs that offer insulin at reduced or no cost.
