This bill changes the law regarding catalytic converters. It requires purchasers or dealers of scrap metal, junk, or secondhand property to keep detailed records for each transaction involving certain materials, including detached catalytic converters. The records must include information such as the seller's identification, the date and location of the transaction, and the vehicle identification number if the transaction involves a catalytic converter. The bill also prohibits transactions involving detached catalytic converters from occurring anywhere other than the purchaser's fixed place of business, and prohibits the alteration or destruction of a catalytic converter for five business days after it is obtained. Additionally, the bill imposes penalties on licensed businesses that knowingly purchase stolen catalytic converters.
