This bill modifies provisions relating to catalytic converters. It requires any purchaser or collector of junk, scrap metal, or secondhand property to keep detailed records of purchases or trade-ins of catalytic converters, including information about the seller and the vehicle the converter came from. The bill also makes it a class E felony to unlawfully possess a detached catalytic converter, with certain exceptions. Additionally, the bill increases the penalties for licensed dealers who knowingly purchase stolen catalytic converters, and expands the definition of the crime of stealing to include receiving, retaining, or disposing of a stolen catalytic converter.
