This bill establishes the "Daylight Saving as New Standard Time Pact" which allows Missouri and any other participating states to permanently change daylight saving time to a new standard time. The bill exempts Missouri from the federal daylight saving time provisions and states that on the effective date, Missouri will switch to daylight saving time for the last time, and this time will become the new standard time going forward. However, the bill also states that if the federal government adopts daylight saving time as the new standard time, Missouri will conform to the new federal standard.
