This bill modifies the penalties for criminal offenses involving the custody of children. It increases the penalty for interference with custody from a Class A misdemeanor to a Class E felony, and from a Class E felony to a Class D felony if the child is removed from the state, detained in another state, or concealed. The bill also increases the penalty for parental kidnapping from a Class E felony to a Class D felony, and provides higher penalties for longer periods of detention or concealment of the child. The bill allows the court to order restitution for reasonable expenses incurred by the legal custodian or parent in searching for or returning the child.
