This bill creates the offense of "aggravated fleeing a stop or detention of a motor vehicle," also known as "Valentine's Law." The key provisions are: (1) a person commits this offense if they know or should know a law enforcement officer is attempting to stop or detain their vehicle, and they flee at a high speed or in a manner that creates a substantial risk of serious injury or death, or as a result of the flight, they cause physical injury or death to another person; (2) the offense is a class D felony if it creates a risk of serious injury or death, a class B felony if it results in physical injury, and a class A felony if it results in death; and (3) there is a presumption that a person is fleeing if they continue to operate their vehicle after seeing emergency lights or hearing an audible signal from the pursuing law enforcement vehicle.
