This bill creates new provisions relating to state contracts for minority and women's business enterprises. It defines key terms such as "minority business enterprise" and "women's business enterprise," and requires the Office of Administration to establish and implement a plan to increase and maintain the participation of certified socially and economically disadvantaged small business concerns or minority business enterprises in state contracts. The bill also establishes the Minority Business Enterprise and Women's Business Enterprise Oversight Review Committee to oversee and review the results of a study on the availability of such businesses in the marketplace. The committee is tasked with various duties, including compiling a database of participating businesses and establishing requirements for prime contractors to notify potential minority and women-owned subcontractors of upcoming opportunities. The Office of Administration is responsible for enforcing the committee's requirements and promulgating necessary rules. The new program established by the bill is set to automatically sunset after six years unless reauthorized by the General Assembly.
