This bill, known as the "Stop the Bleed Act," requires all public school and charter school classrooms in Missouri to have bleeding control kits. The kits must contain specific items such as tourniquets, bleeding control bandages, gloves, and instructional materials. The Department of Elementary and Secondary Education is tasked with developing a traumatic blood loss protocol for school personnel to follow in the event of an injury involving traumatic blood loss. The protocol includes requirements for the placement of the kits, their inclusion in emergency plans, and annual training for designated school personnel on the proper use of the kits. The bill also provides immunity from civil liability for school personnel who use the kits in good faith, except in cases of gross negligence or willful misconduct.
