This bill, the Resilient Communities Act of 2023, authorizes the Secretary of Commerce to establish a Resilient Communities Program. This program would provide grants to eligible recipients representing communities affected by trade, either to encourage the continued production of certain goods and employment in those communities, or to support economic development in those communities. The bill establishes a Resilient Communities Fund, which will be funded by transferring amounts equivalent to antidumping and countervailing duties collected under the Tariff Act of 1930. The grants can be used by eligible recipients to provide subsequent grants to covered domestic producers in affected communities or for economic development purposes in communities without such producers.
