This bill, the FISA Reform and Reauthorization Act of 2023, amends the Foreign Intelligence Surveillance Act of 1978 to make certain reforms to the authorities under such Act, and to reauthorize title VII of such Act. Key provisions include: restricting the Federal Bureau of Investigation's authority to conduct queries unrelated to national security; strictly limiting FBI personnel who can authorize United States person queries; requiring notification for certain FBI queries of Members of Congress; requiring Congressional consent prior to certain FBI queries for defensive briefings; establishing minimum accountability standards for FBI querying practices; prohibiting the use of politically derived or press reports in FISA applications; requiring transcripts of FISA Court proceedings and notification to Congress of certain transcripts; and establishing a FISA Reform Commission to consider ongoing reforms to the Act.
