This bill: - Requires boards of education to directly employ individuals performing duties that require a certificate issued by the State Board of Examiners, with some exceptions. The Commissioner of Education can grant exemptions for certain personnel, such as those needed to operate supplemental programs or address learning loss. - Permits boards of education to contract for certain personnel, such as substitute teachers, personnel providing instruction in financial literacy, and personnel providing individualized student learning opportunities. - Allows boards of education to contract for specific services like independent child study team evaluations and speech-language services when they are unable to hire sufficient staff. - Establishes that in-person instruction is the preferred method, but permits boards of education to utilize virtual or remote instruction for individual students or classes when equivalent in-person instruction is not possible, subject to the Commissioner's approval. - Allows charter schools and renaissance school projects to provide summer school sessions through virtual or remote instruction, subject to the Commissioner's approval.
