This bill, the Sensible Adoption For Every Home Act (SAFE Home Act), prohibits entities that receive federal assistance and are involved in adoption or foster care placements from delaying or denying placements based on the prospective parent's actions related to the child's biological sex. Specifically, the bill prohibits discrimination against parents who raise a child in a manner consistent with their biological sex, decline to consent to medical or mental health treatments to alter the child's appearance or perception of their biological sex, or decline to consent to changes to the child's government-issued identification documents that are inconsistent with their biological sex. The bill defines "sex" as biological sex, either male or female, based on the individual's reproductive system. The amendment would take effect on the first day of the first fiscal quarter after the bill's enactment and would apply to federal foster care and adoption assistance program payments.
