This bill aims to strengthen and enhance the competitiveness of cement, concrete, asphalt binder, and asphalt mixture production in the United States through research, development, demonstration, and commercial application of technologies to reduce emissions. Specifically, the bill establishes a research program to advance low-emissions cement, concrete, asphalt binder, and asphalt mixture production; creates two Manufacturing USA institutes to support standardized testing, technical validation, and workforce development for low-emissions cement, concrete, asphalt binder, and asphalt mixtures; provides grants and incentives for states to use low-emissions materials in highway projects; and authorizes the Department of Transportation to make advance purchase commitments to encourage innovation and long-term emissions reductions in the production of these materials.
