This bill makes two key changes to existing Washington state laws related to leases: 1. It abolishes year-to-year tenancies except when they are created by an express written contract, and clarifies that leases may be in writing, in print, or partly in writing and partly in print, without requiring acknowledgment, witnesses, or seals. However, it specifies that this section does not conflict with or supersede the requirements in RCW 59.18.210, which governs the Residential Landlord-Tenant Act. 2. It exempts leases from the requirement of acknowledgment, witness, or seals for real estate conveyances, but states that for a lease or memorandum of lease to be recorded, the lessee's and lessor's signatures must be acknowledged.
