This bill amends the Consolidated Farm and Rural Development Act to establish an "Energy Circuit Rider Program" that provides grants to eligible entities, such as states, tribes, and non-profit organizations, to hire and train "Energy Circuit Riders." These individuals are trained to provide technical assistance and support to rural communities on energy efficiency and clean energy projects, including helping with energy planning, audits, funding opportunities, financing, and community capacity building. The bill authorizes $25 million per year from 2024 to 2028 for the program, and requires the Secretary of Agriculture to facilitate the sharing of best practices among Energy Circuit Riders and provide them with information on other federal incentives available for energy efficiency and clean energy projects.
