This bill, the Supporting Healthy Pregnancy Act, amends the Social Security Act to require biological fathers to pay at least 50% of the reasonable out-of-pocket medical expenses, including health insurance premiums and cost-sharing, incurred by the mother during pregnancy and delivery, upon the mother's request. The bill specifies that the requirement does not apply to expenses associated with abortion, which is defined as intentionally killing or prematurely terminating a pregnancy, except to increase the probability of a live birth, preserve the life or health of the child, or remove an ectopic pregnancy or a dead unborn child. The amendments will take effect on January 1 of the first calendar year after the bill's enactment, except in states where legislation is required, in which case the state plan will not be considered non-compliant until the first day of the first calendar quarter after the close of the state's next regular legislative session.
