This bill establishes a course of education and a pilot program related to the authentication of digital content provenance for certain Department of Defense (DoD) media content. The course of education, to be developed by the Secretary of Defense through the Director of the Defense Media Activity, will provide instruction on the practical concepts and skills needed to understand digital content provenance, the challenges posed by digital content forgery, and how industry open technical standards can be used to authenticate the digital content provenance of DoD media content. The pilot program will assess the feasibility and advisability of implementing industry open technical standards for digital content provenance for official photographs and videos of the DoD that are publicly released. The bill also requires the Director of the Defense Media Activity to submit reports on the development and implementation of the course of education and the pilot program.
