This bill requires certain electronic agreements and policies, such as user agreements, end-user license agreements, software-as-a-service agreements, and privacy policies, to include a plain-language summary of no more than 100 words at the beginning of the document. The bill is intended to promote fairness between consumers and service providers by ensuring that consumers can easily understand the key terms before consenting to the agreement. The bill can only be enforced by the Attorney General under the Consumer Protection Act, and it does not create a private right of action or apply retroactively to agreements executed before the effective date.
