This bill requires insurers to directly reimburse ambulance service providers at the usual and customary rate for such services or at the rate negotiated by the insurer and ambulance service provider. It removes language that previously allowed reimbursement by check payable to the insured and the ambulance service provider. The bill also specifies that in the absence of an agreed-upon rate, the insurer must pay the usual and customary charge, subject to review by the insurance department if there is a dispute over the reasonableness of the rate. The provisions do not apply to policies that do not include coverage for ambulance services. The bill also allows insurers to negotiate and enter into contracts with non-participating ambulance providers to establish reimbursement rates for emergency medical services.
