This bill, titled "Advancing Grid Enhancement Technology", aims to maximize the capacity, reliability, and efficiency of Massachusetts' electric transmission system. It does this by requiring distribution companies to analyze the cost-effectiveness and timeline of deploying "grid enhancing technologies" (GETs) - which include dynamic line rating, advanced power flow control, and topology optimization - as well as advanced reconductoring and energy storage used for transmission. The Department of Public Utilities can approve the deployment of these technologies if they offer a more cost-effective solution than traditional capital investments. The bill also allows distribution companies to propose performance incentive mechanisms to encourage the cost-effective deployment of these grid enhancement technologies. The bill requires distribution companies to file compliance reports every five years on their use of these technologies.
