This bill amends the existing law in Washington State regarding the custody of a child when a parent has a history of domestic violence. The key provisions are: (1) The rights and responsibilities of parents shall be equal, except in cases where one parent has a history of domestic violence, as defined in the Revised Code of Washington (RCW) 10.99.020, with the child's deceased parent. In such cases, the parent with a history of domestic violence shall not be entitled to the same custody, control, and earnings of the children as the other parent.
