This bill authorizes sentencing courts to review and modify lengthy sentences upon a showing that the original sentence no longer serves the interests of justice. Eligible individuals can petition for a sentence modification after serving at least 10 years (or 7 years for offenses committed under age 18), and the court may grant the petition if the person has demonstrated positive behavior, minimal risk of reoffense, or presented significant new evidence. The bill also establishes victim notification and support provisions, and provides for appointment of counsel for eligible individuals who cannot afford it.
