This bill expands collective bargaining rights to certain employees enrolled in academic programs at Central Washington University, Eastern Washington University, Western Washington University, and The Evergreen State College. It establishes a bargaining unit consisting of all such employees, excluding those already covered by other collective bargaining laws. The scope of bargaining excludes the ability to terminate employment for academic reasons, tuition and fee amounts (but not remission/waivers), academic calendars, and class size limits. Compensation provisions in collective bargaining agreements are limited to the amount or percentage set by the legislature, with exceptions allowing the universities to provide additional compensation to student employees.
