This bill amends the Executive Law to include qualified energy storage systems in the major renewable energy development program. Specifically, it allows a person intending to construct a qualified energy storage system with a nameplate capacity of more than 5,000 kilowatts and not co-located with a major renewable energy facility to apply to become subject to the provisions of the major renewable energy facility siting permit process. The bill also allows the Office of Renewable Energy Permitting to assess a $50,000 fee for applications for qualified energy storage systems.
