This bill makes several miscellaneous changes to Vermont's cannabis laws: It clarifies the definition of "hemp products" and "hemp-infused products" to exclude products that contain more than 0.3% THC, which would be considered cannabis products instead. The bill also repeals the prohibition on offering prizes or inducements for purchasing cannabis. It allows retailers to obtain a medical-use endorsement, enabling them to sell certain cannabis products that are otherwise prohibited for non-medical customers, as well as deliver cannabis and allow curbside pickup for registered patients. It also expands the list of qualifying medical conditions for the medical cannabis program. The bill adjusts various licensing fees, reduces the initial dispensary application fee, and exempts certain small-scale outdoor cannabis cultivators from being regulated as "public buildings." It also requires the Cannabis Control Board to report on the medical cannabis program and make recommendations. Additionally, the bill allows municipalities to establish cannabis cultivation districts and grants certain land use protections for outdoor cannabis cultivation. It also directs the Cannabis Control Board to study the siting and regulation of outdoor cultivation.
