This bill requires school districts to provide instruction in cursive writing to ensure that students can create readable documents through legible cursive handwriting by the end of the fifth grade. It also mandates that each student pass a teacher-constructed test demonstrating proficiency in both reading and writing cursive. The Department of Elementary and Secondary Education may promulgate rules to implement the provisions of this section, which is subject to the standard rulemaking process outlined in Chapter 536 of the Missouri Revised Statutes.
