This bill modifies provisions of the Utah Procurement Code. It allows interlocal entities to adopt their own procurement rules and policies, rather than being subject to the state's procurement code, as long as those rules and policies include certain specified provisions. The bill also exempts the Department of Health and Human Services from the state procurement code for certain types of human services procurement items, and establishes a separate process for the department to contract for those items, including the ability to debar or suspend providers. Finally, the bill allows the department to reduce the required public notice period for solicitations in certain circumstances.
