This bill expands the public education and outreach program required to be developed by manufacturers of electronics and electronic waste collection sites. It amends the Environmental Conservation Law to require manufacturers to use geographic modeling to determine the number and distribution of permanent collection sites, establish minimum collection site requirements, and collaborate with collection sites on public education and outreach programs. The bill also requires manufacturers to cover the full costs of collection, transportation, and recycling of covered electronic equipment, and allows the Department to investigate and order manufacturers to pay such costs if they fail to do so.
