This bill prohibits the sale, production, or offering for sale of cell-cultured animal products for human or animal consumption in Arizona. It empowers the state Department to impose civil penalties of up to $25,000 for violations and allows businesses adversely affected by such violations to file civil actions for declaratory and injunctive relief, as well as actual damages not exceeding $100,000. The bill defines "cell-cultured animal product" as any cultured animal tissue produced from in vitro cell cultures outside the organism from which it is derived. The legislative findings highlight the importance of Arizona's cattle ranching industry to the state's history, culture, values, and economy, and state that this bill is necessary to protect the state's sovereign interests, history, economy, and food heritage.
