This bill aims to establish joint legal custody as the default arrangement for biological parents, unless the court determines that sole legal custody would be in the best interest of the child. It creates a rebuttable presumption for an equal division of parenting time when joint legal custody is awarded, which can only be overcome by a parent proving that equal parenting time would be detrimental to the child. The bill also modifies the factors the court must consider when determining custody and allows a noncustodial parent's move within a 50-mile radius to be considered a substantial change for the purpose of modifying a custody order.
