This bill creates new sections of KRS Chapter 216B to: 1) Define key terms related to hospital price transparency, including "chargemaster," "standard charges," "shoppable services," and "third-party payors." 2) Require hospitals to disclose their standard charges for all facility items and services in a digital, machine-readable format, as well as a more consumer-friendly list of standard charges for at least 300 shoppable services. 3) Empower the Cabinet for Health and Family Services to monitor hospital compliance, request corrective action plans, and impose administrative penalties for non-compliance. 4) Prohibit hospitals that are not in material compliance with federal hospital price transparency laws from pursuing debt collection actions against patients for the associated services. This bill aims to provide patients with greater transparency into hospital pricing and protect them from debt collection efforts by non-compliant facilities.
