AI Summary
This bill aims to reform the Maryland Parole Commission's evaluation of parole requests for geriatric and medically incapacitated incarcerated individuals. The key provisions are:
1. Requiring the Commission to consider the age of the incarcerated individual when determining the likelihood of recidivism and compatibility with public safety for parole.
2. Expanding the criteria for medical parole to include individuals who are "chronically debilitated or incapacitated" or suffering from a terminal illness, and providing a process for requesting and evaluating medical parole.
3. Establishing a new parole consideration process for incarcerated individuals who are at least 60 years old, have served at least 15 years, and are not registered sex offenders, requiring the Commission to hold parole hearings every 2 years and consider the impact of the individual's age on the risk of recidivism.
4. Directing the Commission to adopt regulations to implement these new provisions and requiring the Department of Corrections to provide information about the regulations to eligible incarcerated individuals annually.
The bill also includes provisions regarding victim notification, the revocation of medical parole, and the use of any cost savings realized by the Department to support the new parole hearing and reentry processes.
