This bill: Alters the charge that may be assessed to a public service company by the Public Service Commission, allowing for a higher percentage of gross operating revenues to be recovered for the costs and expenses of the Commission and the Office of People's Counsel. It establishes an "energy salesperson" license for individuals who sell electricity or gas supply services to residential customers on behalf of suppliers, and an "energy vendor" license for persons that provide energy sales services to suppliers. It expands the purpose and funding of the Education and Protection Fund to include educating customers on energy choices that help meet the state's climate commitments, and developing a training and educational program for licensed electricity suppliers, gas suppliers, energy salespersons, and energy vendors. The bill also places restrictions on the pricing and marketing of "green power" electricity offered by suppliers to residential customers, and creates new reporting requirements related to customer choice in the electricity and gas markets. Additionally, the bill requires the Public Service Commission to study issues related to co-located electricity load configurations.
