This bill allows people convicted of one or more crimes committed before their 18th birthday to petition the Indeterminate Sentence Review Board for early release after reaching the age of 24 or older, provided they have not committed certain serious felonies since turning 18 and have not had any disqualifying infractions in the 12 months prior to filing the petition. The bill also allows the Department of Corrections to provide rental vouchers to successful petitioners to facilitate their safe release, and requires the department to gather data on the effectiveness of these vouchers in reducing recidivism. The bill applies retroactively to people currently incarcerated, but does not create any automatic right to early release.
