This bill authorizes the Department of the Environment to: - Charge a fee for processing and issuing on-site sewage disposal permits and individual well construction permits in a county if the Department withdraws or the county official returns delegated authority to issue these permits. The fees may not exceed $575 and can be increased annually up to 3%. - Establish by regulation a fee for the Responsible Personnel Training Program Certification. - Require a holder of a license to transfer oil into the State to pay a 9 cents per barrel fee on oil first transferred into the State before July 1, 2029, and an 8 cents per barrel fee thereafter. The fee revenue goes to the Maryland Oil Disaster Containment, Clean-Up and Contingency Fund. The bill also creates the Private Dam Repair Fund to provide financial assistance for the repair, upgrade, or removal of private dams, funded by dam safety permit fees, dam owner registration fees, and other sources. The Department may establish a loan program for private dam owners from this fund starting in 2027.
