AI Summary

This bill, the Arbitration Reform for State Employees Act of 2024, makes several key changes to the collective bargaining process for state employees in Maryland: 1. It requires the selection of a neutral arbitrator to oversee all aspects of collective bargaining, including mediating disputes and aiding in the resolution of information requests. The opinions and guidance issued by the arbitrator are advisory. 2. It establishes a process of arbitration if an impasse is declared, where each party submits a last, best, and final offer, and the arbitrator selects one party's offer in its entirety. The arbitrator's decision is final and binding. 3. It requires the governor to include in each annual budget bill the appropriations necessary to implement and fund all terms within each memorandum of understanding covering state employees, including those reached through arbitration. 4. It proposes an amendment to the Maryland Constitution to codify this requirement that the budget include the appropriations necessary to implement the terms of state employee memoranda of understanding. Overall, this bill aims to reform the collective bargaining process for state employees by introducing a neutral arbitrator, formalizing an arbitration process, and ensuring the necessary funding is included in the state budget.
