This bill: Bans balance billing of consumers enrolled in fully insured, regulated health plans and plans offered to public and school employees for out-of-network ground ambulance services, removes consumers from balance billing disputes, and requires nonparticipating ground ambulance services organizations and carriers to negotiate payments in good faith. It also requires carriers to cover ground ambulance transports to behavioral health emergency services providers for emergency medical conditions. The bill requires the insurance commissioner to review the reasonableness of the payment rates and report to the legislature on trends in ground ambulance services and their impacts. It also requires studies on funding models for emergency medical services in Washington.
