This bill would extend Cal Grant and Middle Class Scholarship Program (MCSP) eligibility to a student who was not a California resident at the time of high school graduation, but is a dependent of a member of the U.S. Armed Forces stationed outside of California, as long as the service member maintains California as their legal state of residence. The bill also makes some conforming changes to the eligibility requirements for these student aid programs.
