This bill: 1. Establishes penalties for spills, leaks, or other releases of oil, produced water, or other nondomestic liquid wastes resulting from oil and gas operations, with fines ranging from $2,000 for releases under 5 barrels to $25,000 plus $2,000 per barrel for releases over 25 barrels. 2. Adds definitions to the Oil and Gas Act, including "fresh water," "recycled produced water," "treated produced water," and "water pollution." 3. Directs the Oil Conservation Division to adopt rules to protect public health, worker safety, and natural resources, including requiring identification and public disclosure of the chemical and radionuclide composition of produced water, regulating the management and disposal of produced water to prevent water pollution, and requiring tracking and reporting of produced water movement and location. 4. Appropriates $750,000 to the Oil Conservation Division for fiscal year 2025 to hire 5 full-time employees to carry out the provisions of the Act.
